QPIP (Quebec Parental Insurance Plan) covers maternity, parental, paternity, and adoption benefits. EI handles this in the rest of Canada — Quebec runs it separately.

QPIP is paid in addition to EI, not instead of it
Quebec residents pay both a reduced EI premium (1.30% instead of 1.63%) and a separate QPIP premium. The combination replaces the parental/maternity portion of EI benefits that the rest of Canada receives through EI alone.
Why QPIP has a higher earnings ceiling
QPIP’s maximum insurable earnings ($103,000) is significantly higher than EI’s ($68,900), meaning higher earners in Quebec continue paying QPIP premiums well beyond where EI premiums would have stopped elsewhere in Canada.
